Has reputation of Deputy Commissioner Office come down? ACB action against former DC Poonch

POONCH: Recent few administrative unfortunate events in Jammu and Kashmir UT seem to have spoiled the reputation of most prestigious institution of Deputy commissioner as people are now openly raising questions on the highest seat of administration at district level as far as transparency is concerned. Few days back, Anti corruption bureau booked a former Deputy Commissioner Poonch in a corruption case. The other day, Executive Engineer, REW Samba, wrote to DC Samba about major multi crore scam in Rural Development Samba, in which he alleged that ACD and various BDO’s of Samba were involved and also alleged life threat from DC Samba for highlighting the matter of corruption in RDD. These two incidents have shown that the office of Deputy Commissioner also need to be put under continuous surveillance of  several anti corruption agencies of the government.  Called as face of government, the institution of Deputy Commissioners has a  huge responsibility towards the people.  There are various issues of public importance and majority of Deputy commissioners were seen effective in fulfilling the need of common man, especially in Jammu division. In various districts of J&K UT, few Deputy commissioners proved their performance on the ground by taking strong action on corruption, starting anti encroachment drives and demolishing illegal constructions wherever they are  and have won hearts and minds of public, but there are some districts, where some DC’s have become  mute spectators on gross violation of various laws and for their silent support to increasing corruption level. Going by the saying “A strong Colonel makes all the difference”, government needs to identify and place capable and honest officers as DCs, who are blessed with a will to take strong decisions in public interest in addition of taking action against those who are openly involved in violation of several laws to restore peoples faith in the institution of governance at district level. Recent action of ACB against a former Deputy Commissioner Poonch and shocking revelation of state of affairs of administration in Samba district, wherein an X.En alleged life threat from DC Samba, has brought the reputation of the institution of  Deputy commissioner on the ground. In public interest and for maintaining the dignity of Deputy commissioner office, lot needed to be done from the government to win back the shattered confidence of people on the chair of DC.
