RAJOURI: The sorry state of affairs as far as transparency is concerned shows that Rajouri administration has no control over rising corruption level in majority of departments, particularly PWD, RDD, PHE, Irrigation and Municipality. Other departments are also following the same practice. Highly placed sources told “POONCH TODAY” that before 31st October 2019, when government directed all departments to clear all pending bills, few department used that as an opportunity and prepared some fake bills for non existing works on the ground and managed to withdrew huge amount and this has raised an alarm bell. Irrigation department and Municipality have allowed illegal constructions in flood zone area, and in many areas of Rajouri city, huge illegal constructions have been allowed by municipality officials by settling behind the curtains with those who were involved in such activities. There are huge reports of fake withdrawals from PHE Department as the department has failed to provide round the clock water supply to the people. Huge sums of rupees in several crores were provided to PHE over the years, but ground condition speaks something different. RDD is another department where top level officers have legalized corruption. There are many blocks in Rajouri district where fake withdrawal on various works remained a daily routine. ACD and many BDO’s proved as a liability on the department. RDD Rajouri has become a department of blunders only. Despite getting huge funds under various schemes, Rajouri district has failed to show massive performance on the ground. Those officers who remained on plum postings in Rural Development Department over the years, now have been given an opportunity to run the affairs of administration and it would be interesting to see their response about rising corruption level. Will such officers stop corruption or will they prefer to sail in the same boat of corruption? Only time will tell.
