Open fraud is going on in PHE Poonch, X.En favouring blue eyed contactors; ACBs enquiry demanded

POONCH: There is a huge resentment against Executive Engineer PHE Poonch among the Contractors fraternity as they alleged that PHE under the tenure of incumbent X.En has become a department of blunders where open fraud is going on with the full involvement of H.D and Executive Engineer. Contractors alleged that X.En has selected few contactors who get every work by violating all rules. They also alleged that there is no record of tenders on net as department never used its own DSE, instead uses DSE of other departments to hoodwink Contactors, thereby scripting huge fraud.  They also said that those blue eyed Contactors who give high commission to X.En through H.D get every work.  Alleging huge blunder have taken place during the tenure of incumbent X.En,  contractors said that no tender was published during recent times in newspapers and out of the way works were given to the close ones of X.En. Few renowned contactors, while talking to “POONCH TODAY” said, “Even few department officials are shocked to witness massive fraud which has been going on with the full approval of Executive Engineer and HD. One CDR made for one work is being used repeatedly for various works to give benefit to their blue eyed contractors by X.En.” Demanding  ACB inquiry into the last two years works, which were executed by X.EN, Contractors said that a major scam worth several crores will come out if a proper inquiry is conducted on the ground. They also alleged that on the name of maintenance and other civil works, huge funds were withdrawn by showing works on paper, but their ground existence is no where. Seeking the attention of LG of J&K UT, Contractors demanded an immediate action against X.En PHE Poonch and HD for turning the department into a money minting machine. Whereas, on account of irregular water supply in Poonch town, locals also expressed displeasure against PHE and demanded regular water supply.
