RAJOURI:  Huge debates are going on in various parts of the Rajouri town with regards to an issue of district administration Rajouri in which people are openly discussing that who is running administration on the ground, Deputy Commissioner or an Assistant Director  who joined Rajouri district as Assistant Director Planning in 2011 and now promoted as Deputy Director. The said officer remained in news on various accounts due to his full control over all the departments as AD planning is an important position in any district administration, because the said chair has a major role in all affairs related to funds.  Many leaders and bureaucrats did their best for the transfer of the said Assistant Director,  but the officer in question was having a back of a former minister of J&K government. The said officer is also having strong links in civil secretariat and has managed everything behind the curtains. He has become so powerful that successive DCs preferred not to disturb his chair. In Rajouri town, people are raising a question mark on Deputy Commissioner’s presence as they are saying that Deputy director, who is still eyeing CPO post in Rajouri or Poonch, is more powerful than DC when it comes to controlling subordinate departments. A retired official of Rajouri administration, when contacted, pleading anonymity, said, “Few officers  of major departments of Rajouri administration have  good relations with this officer and their every demand related to funds have been fulfilled by him by settling various deals behind the curtains as he is still looking after AD post even after being promoted as Deputy director. He is the most powerful officer in administration and nothing moves without his consent.” Such a sorry state of affairs shows that Rajouri district needs a strong Deputy Commissioner who is blessed with a will to undo past mistakes to restore people’s faith in the institution of governance.
