Blunders in PHE Poonch; Works allotted to Self Help Groups belonging to department officials

POONCH: Blunders in PHE Poonch remained a customary routine and in this list, another blunder has announced its presence and it shows that how some works including  pipe works were allotted to few self help groups running on the name of close ones of department officials and payment in several lacs released to them. During the last two years, many projects were shown to be  inaugurated, but ground reality is entirely different as it was just an eyewash exercise by X.En, HD and other department officials. On the name of maintenance and related work,   funds in several lacs were withdrawn. Many central government schemes failed to be implemented in the district on the ground, but on paper, X.En hoodwinked all by showing that all is well on the ground. Many items were purchased without inviting quotation’s. Even some civil works were carried out without following the proper procedure and those contactors, who were hand in glove with X.En, HD and lower rung staff, got maximum works. Violating RTI act has become a common thing in PHE Poonch, because department officials know the real picture on the ground and hesitate to provide reply to applicants. A department official, pleading  anonymity, said, “I requested top officials many times not to indulge in corrupt activities but they always gave cold shoulder to our advice and I can say that if government conducts an in depth enquiry, scam worth several crores under various schemes will come out.” Contractors, department officials are not happy with the working of X.En who is just imposing his will in every matter, whether legally or illegally.
