RAJOURI: Whether poor macadamization work, poor quality bunkers, fake withdrawal under non plan and other major heads, brazen irregularities in the allotment of tenders, withdrawal of funds for non existing works or repeated works  or not repairing  roads full of potholes, PWD in Rajouri and Nowshera is known for all such types of frauds as over the years, tainted officials posted in these two places have built lavish properties and have generated income disproportionate to their known sources of income. The technical terms and modus of operandi being used by tainted official in PWD to earn money  is so difficult as its difficult for a common man to detect various regular frauds being going on in PWD. Earlier, in Poonch district, an AEE remained so powerful in corruption that with the money he earned from corrupt practices finally used in setting of a petrol pump. However, in Nowshera special division, PWD remained in limelight on account of various frauds including huge compromise made in the construction of several bunkers. Regarding repairing of roads, both Rajouri and Nowshera divisions always ignore public demands. The level of frauds in two divisions is so deep that officers of both the division hesitate to respond to RTI act fearing exposure of their wrong practices. Even Superintending Engineer orders are taken lightly. A retired engineer, when contacted said, “Whether in the office of Chief Engineer PWD, Superintending Engineer or any Executive Engineer, there is a hidden policy not to respond to RTI queries, fearing disclosure of information by any RTI applicant in public domain, which could lead to ACB authorities taking action against the guilty”
