PWD JE, AEE scripted major blacktopping frauds in Rajouri, Nowshera divisions

RAJOURI: An influential PWD JE who is already overstayed in Rajouri division, with the full support of successive AEE’s, scripted many frauds related to blacktopping of roads at various places in Rajouri division during the last few years and is also under the radar of anti graft agencies. Without laboratory testing, roads were paved with poor quality Bitumen at various places in Rajouri division, thereby; the said JE completely violated the government orders on proper laboratory testing of bitumen for macadamization of roads. The high profile JE with the full support of successive AEEs and Executive Engineers did this blacktopping fraud continuously and earned huge through illegal means. Highly placed sources within PWD department in Rajouri division, pleading anonymity, told “POONCH TODAY” that the same JE was involved in scripting many frauds from various high profile works and looted government money like anything on fake withdrawals. Although, many attempts were made to transfer the said JE, but behind the curtains, he managed everything, even up to the office of Chief Engineer PWD was managed. Sources also said that Chief Engineer’s office has protected those tainted JEs and AEEs who preferred to remain hand in glove with the office of Chief Engineer and as a result, many tainted JEs and AEEs enjoyed choicest posting and majority of them still are overstayed, thereby scripting major frauds, both in Rajouri and Nowshera divisions. Even in Nowshera division, a powerful JE has been managing everything for years and also looted government exchequer from fake withdrawal on various works, but when RTI applicants approached the office of X.En PWD Nowshera, the transparency act was violated time and again fearing exposure of massive frauds. A high level inquiry is needed from government to see how many JEs and AEEs have managed their posting in entire Rajouri district and scripted many frauds and also are overstayed .   .
