RAJOURI: Due to horrible state of affairs in PWD office of Rajouri, as far as murdering funds under various schemes are concerned, SE PWD Rajouri-Poonch circle and Executive Engineer PWD Rajouri, reportedly protecting their tainted engineers who, over the years, scripted many big scams under various schemes. Whether poor quality blacktopping work in various areas of Rajouri, over the years, or from earning handsomely from laying of optical fiber cables by various telecom companies, the list of frauds committed by PWD JEs, AEEs and X.Ens in Rajouri division is endless. Even, both the top officers openly violated RTI act and failed to provide information to an applicant who sought various details of PWD. Even many JEs have been enjoying stay on a particular post for years and sometimes, moved from one sub division to another sub division within Rajouri district. A high profile JE who was known for scripting many scams in several lacs, few months back, scripted another scam in which more than Rs 15 lacs were withdrawn from a high profile government building without executing the work on the ground and when X.En was asked to provide details of the said work, he maintained criminal silence and  thrown the matter beneath the carpet, fearing exposure of a scam.  Under a well plan conspiracy, successive Executive Engineers in PWD division Rajouri and their subordinate staff which include AEEs, JEs and others  looted money from fake withdrawal from store and  funds under non plan.  The level of corruption in PWD Rajouri has reached to an alarming level and to protect tainted engineers and few non technical staff members, Superintending Engineer PWD and Executive Engineer Rajouri  are openly murdering the transparency act. Highly placed sources in PWD office Rajouri told “POONCH TODAY”, pleading anonymity, “PWD officers are very clever as they have maintained good relations with everybody including politicians and few top officers of administration and that’s why their misdeeds never reach outside the walls of PWD office” added “If government conducts a deep inquiry of funds claimed to be used on ground by PWD department, then various big scams in several crores will come out.” Brazen violation of transparency act by SE PWD and X.En PWD shows that PWD division Rajouri and special division Nowshera have become a hub of frauds for which a high level inquiry is needed from government. Even those JEs and AEEs, who have been serving in Rajouri district for long years, need to be shifted to bring a system of transparency in the department.
