From Sarpanch, Secy Pyts to top officials, nothing moves in RDD without paying commission; BDOs, JEs, under radar

POONCH: Commission culture in RDD is not a new thing and in this regular practice, many RDD officials form low to higher level are neck deep involved and few of them have built lavish bungalows and properties at different places worth crores. The other day, few locals of Panchayat Bracher have alleged that Sarpanch, Secy Pyt used to demand Rs 10,000 commission for PMAY house and alleged that those, who gave commission, got payments in advance and those, who failed to give commission, were not given any payment under PMAY. Locals alleged that a high level nexus is operating in block Loran in which many officials form lower to higher ranks are involved. They said that nothing moves in RDD without paying commission and it shows that the working of block Loran has come under sharp criticism. However, the practice of getting commission from PMAY cases has been going on in all the blocks of Poonch district, but many cases are not coming in media because the RDD officials of various blocks manage things well behind the curtains. In other schemes also, many Technical Assistants’JEs remained involved in brazen corrupt practices. Few Technical Assistants / JEs who remained at one place for years were transferred by ACD Poonch few days back, but few were reluctant to join new posting fearing less income at their new place, but under pressure of higher authoritative, they joined. Corruption level in RDD is so deep that many officials from GRS, Secy Pyt, to JE, BDO and top level get regular commission. Even, reports of commission from every work have come from block Nangali, Poonch, Mandi, and Buffliaz. Other blocks are also involved in this unhealthy trade. Even for GEO tagging, RDD officials used to charge heavy commission. After government granted DDO powers to Sarpanches, many Sarpanches have been seen using their power to settle their personal score and those people who never voted for a winning candidate due to political tussle at local level are facing wrath of concerned Sarpanch and this has become an order of the day. When, DDO powers were with department, everything  used to be managed equally by the department, but after getting DDO powers, Sarpanches are involved in acts of partiality and with this, people are not getting justice through PRI institution. Corruption level in RDD is so deep that Sarpanches, members, RDD official are openly demanding commission from every work. A high level inquiry is needed against those RDD officials including various BDOs, JEs and others who are involved in this trade of getting commission from every work.
