Commission culture has reached an alarming level in RDD Rajouri

RAJOURI: Despite strict directions from the union and J&K UT governments to strengthen PRI institutions and for building durable assets, the same has not been implemented strictly on the ground, reason, crooked officials of RDD mostly prefer commission from every work. Even, under PMAY cases, locals are forced to give commission to RDD officials. This is the scene in the majority of RDD blocks of district Rajouri.  RDD Rajouri has earned a big name and fame but not in terms of achievements but on account of the increasing level of fraud in the department in which officials from bottom to top remained neck-deep involved in corruption. Highly placed sources within the department said that earning 30% commission remained the topmost priority of most of the ACD’S and BDO’s of Rajouri District  The other day, some RDD officials were accused of transferring money in the accounts of their close relatives in Kalakote block. The blue-eyed officials of Block Kalakote are forcefully directing all workers to purchase everything from the shop of their close relatives and it shows that the “Might is Right” policy has been implemented in the department. Throwing all rules to the winds, even some PRI representatives are doing business of selling items related to construction works. One such case was also reported from Mankote block of Poonch district in which an elected representative was instrumental in making payments into his own and relative’s account out of the way. There are hundreds of such examples and RDD officials are also part and parcel of such frauds because their main concern is to earn a commission, by this or that way. Locals of Rajouri said that majority of RDD blocks have become a hub of unabashed corruption.  Sources said that the reports of increasing level of corruption in various blocks reached the office of Assistant Commissioner Development Rajouri many times, but the said chair never took action on reported matters of corruption, which might be due to hand in glove relation of ACD with its subordinate employees. Last year, the district was declared ODF but on the other hand, from Rajouri to Bhambla, there is no community toilet facility for passengers and it shows that visionless officials are at the helm in RDD Rajouri. District administration last year affected large-scale transfers of  VLW’S and MPW’S who was holding charge of  Panchayats for many years and were ruling the roost aim at streamlining the system, but all that proved a futile exercise. Locals have demanded a vigilance inquiry into the last five-year performance of RDD Rajouri, and said that a big scam worth several crores would come out from various RDD blocks.
