Multi crore scams in RDD Poonch still lying beneath the carpet unattended; ACP, ACD office, BDOs never taken to task by the government

POONCH: Rural Development Department Poonch has scripted multi-crore scams with the involvement of GRS, Secy Pyts, technical assistants/JEs, BDOs, ACP, and ACD offices with their links up to the office of the Directorate of RDD Jammu. For years, elected officials shielded tainted RDD officials for personal gain because these RDD officials used to keep them and their employees out of the way.The Deputy Commissioner’s office held numerous meetings with RDD officials in order to direct the concerned staff members to achieve the desired result on the ground under various schemes, but insiders in the department, requesting anonymity, told “POONCH TODAY” that if the government conducts an inquiry scheme by scheme, a large scam in the thousands of crores will be exposed. According to sources, the majority of works are only on paper. The worst examples of brazen corruption are in Nangali Sahib, Sian Baba, Mandi, Sathra, Buffliaz, Mankote, Poonch, Mendhar, and Loran. In fact, tainted officials from all blocks misused government funding over the years. GRS, Secy Panchayats, JEs/TAs, and BDOs alone have committed several lacs of fraud in some panchayats of Qasba in the NSSB block. Officially, no record of various works is kept. Open murder of government funds has been reported in Qasba Panchayat. Similarly, in other blocks, corruption has reached an alarming level. Assistant Commissioner Panchayat (ACP) has no record of administrative expenditures used by his office and the offices of various BDOs, and it is horrible. Even the ACP office made headlines for overpaying for materials and playing incorrect roles in a number of projects and tenders. The ACD office has no control over rising corruption levels in all the blocks. Despite having authentic reports on corrupt activities, ACD Poonch and Director Rural Development Jammu have not initiated any action against tainted RDD officials. What does this indicate? Are they also involved in sharing the bounty? In some blocks, government officials were given benefits under various schemes. In Qasba Upper and Lower Panchayats, government officials, PRI representatives, and JEs heavily benefited from the involvement of tainted Secy Panchyayts, GRS, and JEs. The majority of the work is not lying on the ground. In many blocks, right from Loran to Balakote to Buffliaz, the tainted RDD officials have huge networks in which some PRIs are also involved in looting the government exchequer. A few weeks ago, reports of a PRI representative indulging in huge fraud came from Mendhar tehsil, and that was just one aspect. In various panchayats and blocks, such practises have become regular routines. RDD officials perpetrated many scams amounting to hundreds of crores during the last few years, but shockingly, they were not taken to task by the government. In every scheme of RDD, there are huge scams lying beneath the carpet. Some officials were even recruited through backdoor means by top RDD officials over the years in exchange for large sums of money.Despite its involvement in many scams, BDO Poonch also allowed the mushrooming growth of illegal construction near flood zones. The horrible state of affairs which are going on in RDD Poonch clearly shows that top RDD officials are working as per a hidden agenda of looting the government exchequer, and, due to their questionable nature, their subordinates, right from GRSs, Secy Panchayats, to JEs/TAs, are also following the direction of their senior officers. It’s a big question mark on the offices of ACP, ACD, and Director RDD Jammu, who have maintained a criminal silence on brazen frauds in various schemes that are going on in various panchayats and blocks of RDD Poonch and Rajouri districts. A high level inquiry is needed from the government scheme wise, panchayat wise, and block wise to detect various scams, and those RDD officials from lower to higher ranks who are involved in scripting foul plays need to be taken to task.
