POONCH/JAMMU: J&K police in the Jammu region have a new IGP who is known in police circles as a hard task master. Anand Jain (IPS), a 1999 batch AGMUT cadre officer, was recently appointed as the new IGP by the government, relieving ADGP Mukesh Singh, who was directed to join as IG ITBP.

Anand Jain earlier held many prestigious postings and is known in the police department for his professional policing. Before his posting as IGP Jammu, Anand Jain was Director ACB, and up to the time of filing this story, he was still holding the charge of Director ACB. His predecessor, Mukesh Singh, was appointed as IGP Jammu on August 14, 2019, just a week after the abrogation of temporary articles 370 and 35-A. Singh was promoted to the rank of ADGP on January 20, 2021, and remained active on various law and order fronts. However, drug mafia, mining mafia, terrorism incidents, and the revival of terrorism in the sensitive Rajouri-Poonch range remained the most debatable issues in the Jammu region, and J&K police, up to a convinced extent, managed to tighten the noses of those involved in such activities. After the transfer of Mukesh Singh from J&K, new IGP Anand Jain is likely to face similar challenges, and it would be interesting to see how he handles all the rising challenges. The drug mafia and mining mafia have become most active in the JKS range, and reportedly, some officials are also involved in these trades. Moreover, some police officials, who are known in police circles for crooked activities, used to manage important postings in the “Malaidaar” police ranges in the Jammu division. Their hand-in-glove influence with those at the top level ultimately brought a bad name to the department. Such officials are still running from pillar to post to get more similar favors. In the past, the Jammu region also witnessed some terrorism-related incidents, which showed that Pakistan and its agencies were active in the region to disturb peace. The border region of Rajouri-Poonch has also been facing the wrath of the drug mafia and bovine smuggling mafia, in addition to incidents of the revival of terrorism, and the report card of the police in the region has not remained fully satisfactory because the other day, some posters were seen pasted outside the homes of minority community members in the Degwar area of Poonch, directing them to leave the area, and it shows that anti-national elements are still active in the region. In addition to this latest development, the Bhatadurian first attack and Dhangri attacks are still unsolved, and more efforts are required from the police to solve the case. The not fully satisfactory performance of police in the Rajouri-Poonch range to tackle strongly the roots of the drug mafia, mining mafia, bovine mafia, and OGWs of terrorists has become a big concern from an internal security point of view. Reports of silent disposal of some heinous crimes cases against the nation in the Rajouri-Poonch range by police under the influence of the political governments over the years, no proper investigation in some major crime cases during the last more than one decade, and a lack of professional people in the intelligence grid of J&K police in detecting anti-national activities in the border region have become a big public concern. Those who were involved in various acts against the nation noiselessly and candidly over the years, with the backing of the then political governments, were also seen dodging the police and security agencies time and again, but unfortunately, no action was taken against them by the law-enforcing agencies despite having sufficient proofs, which raised the morale of those doubtful credential forces. Still, such forces were reportedly playing foul against the nation at different places in various forms. These forces, with questionable intentions, unfortunately, also remained close with the various important government civil and security establishments. Now, with the change of guards at the top at the zonal level, people hope that with the arrival of Anand Jain (IPS), who is known as a hard task master, as the new IGP, J&K Police, particularly in the sensitive Rajouri-Poonch range, is likely to further accelerate its professional policing in achieving the much-desired results on all fronts, and those who played the wrong role against society and the nation for years will be brought to justice. A proper investigation is also needed to find out why some sensitive crime cases during the last more than one decade against the nation, under various types of influences, including political ones, were not investigated properly and some were disposed of silently. Efforts are also required to find out why no proper action was taken by the police against some tainted forces inimical to peace for years, despite having sufficient proof. Moreover, under the new IGP Jammu, people also expect the posting of strong and professional officers in the Rajouri-Poonch range, as the revival of terrorism, the silent working of OGWs of enemy nations, threats to minority communities through posters, drug mafia, and likewise sensitive crimes have become big public concerns, and if the J&K police fail to act tough, then the sensitive Rajouri-Poonch region may again come under the grip of militancy and related tribulations.
