Frauds everywhere: Health department Poonch has become a fish market, tainted employees calling shots everywhere; Where is Commissioner/Secretary Health?

POONCH: From Chief Medical Officer Poonch to Medical Superintendent Raja Sukhdev Singh hospital Poonch, in addition to the nexus of few NHM employees from district to block level, financial and other frauds have become a routine exercise.
At a time, when the health department Poonch had become a fish market, CMO Poonch was seen busy managing a private award to hide his wrong practices and various inefficiencies. Known for massive foul plays, CMO Poonch has given an easy posting to his female family member as she was earlier posted in blood bank, and now she has been given posting in pharmacy, where workload is almost low. A clerk, close to the CMO, posted in NHM has managed the posting of his wife in pharmacy. Similarly, the attendance and whereabouts of a blood relative of a potent NHM employee who is posted in DH Poonch are not known. In NHM, no employee can be transferred or attached, but CMO Poonch has violated everything at will. At Raja Sukhdev Singh Hospital Poonch, the blood relative of the medical superintendent is running all the affairs of the hospital, including the operation theater, where charging money from innocent patients has become a routine exercise. The said retired doctor, who was reengaged under NHN, has been calling shots in the department. In the health department Poonch and health blocks Mandi, Surankote, and Mendhar, there lies a big NHM financial fraud that was scripted by tainted NHM employees, and successive BMOs remained part and parcel of those big frauds. There is huge fraud in private security agencies, as what lies on the paper is not on the ground. Similarly, rules were thrown to the wind in the allotment of canteens, vehicles attached to the department, NHM recruitment violation cases, misuse of HDF, and other brazen financial frauds that are being scripted regularly, but the tainted officers from the CMO, medical superintendent level, to BMOs, everybody is busy grinding its own axe. Earlier, those employees who remained the mastermind of the fake disability certificate scam have not been taken to task as well. The entire system is on ventilator as the concerned CMO, who is set to retire within a month, is looking for every opportunity to hit bulls eye financially. Moreover, the medical superintendent who has failed on all fronts is now eyeing becoming CMO Poonch. The Raja Sukhdev Singh hospital has become a first aid center, as doctors used to refer patients to higher health institutions in the majority of cases because their sole motto is to earn money by any means. The lives of the poor people are at the mercy of God, who cannot afford to go to any health institution outside the district to get good health care facilities. The CMO Poonch believes in only photo sessions to hoodwink the government, but on the ground, the system totally collapsed. The majority of frauds of the health department Poonch are still unattended, and it raises a big question mark on the top officers of the administration and the UT government. There is a huge vacancy of doctors in various streams, and whatever doctors are available, they have turned this noble profession into a money-making profession as the majority of doctors are available in private clinics that are opened in brazen violation of rules. A big nexus is operating in the department, which requires strong action from the government; otherwise, the health department Poonch, which has become a fish market, will continue to work in the same way even at the cost of innocent lives. It is an eye opener for Commissioner/Secretary Health and Director Health, who have turned their backs on massive frauds in the Poonch district.
