POONCH: The Block Development Office Poonch has remained in the news on account of the open commission culture, which starts from the top chair.

There is no transparency in the Poonch block, as seen from various malpractices being scripted by tainted RDD officials. As reported by “POONCH TODAY” earlier, the subordinated officials were directed by the important chair to do whatever they wanted, but the share needed to be delivered well on time to the said chair. It is seen that 10% to 15% commission has become an order of the day in the Poonch block. Some shrewd Secretary Panchayats have deputed their close GRS for collection purposes from individuals seeking benefits under the PMAY/NREGA and other important schemes. When this matter was brought into the public domain by ‘POONCH TODAY’, the officials of the BDO office Poonch said to their fellow officials in the administration that they used to complete all paperwork so that nobody could take the BDO office to task. However, what stands on the paper is not lying on the ground in most cases, said sources. Many eyebrows were raised from the public that a proper inquiry should be initiated by the government into all the IAY/PMAY/NREGA and other schemes cases over the years and a massive fraud in crores will come out in the public domain. Open violations of rules took place in maximum PMAY/NREGA and other cases. Reportedly, some employees were also given the benefits of the PMAY scheme. Similar is the story in NREGA works where the concerned BDO hesitates to clear the bills of those works that are completed on the ground to some extent, and this raises a big question mark on the BDO office Poonch. Some employees in the block have formed a big nexus, and they used to play big games with the main target of hitting the financial gains. In GEM purchasing also, a massive setback was given to the government exchequer, but surprisingly, no inquiry was ever conducted by the government. Many GRS and Secy Panchayats are seen with costly cars and other assets, and it clearly shows their modus operandi in the department. A senior citizen living in the Kanuyian area, pleading anonymity, said, “BDO office mein paise ke beggar koi kaam nahi hota. Gareebon ki koi nahi suntah. (In the BDO office, no work is done without money. Nobody listens to poor people.) The horrible state of affairs in the RDD block Poonch has raised a big question mark on the ACD Poonch, who has failed to take action against those erring officials who have demolished the reputation of the department in the eyes of the common man. It is high time for the government to set the system on the right track in the BDO office Poonch, where the concerned officials have deviated from their original duties of public service but are busy hitting the financial gains through commission culture by all means.
