POONCH: The horrible state of affairs in PHE Department Poonch has established a fact that large scale financial frauds were taken place during the last five years. Funds under various schemes were provided to PHE for various water supply schemes but what is the output on the ground as many water supply schemes remain out of order mostly. Under SDRF, department murdered funds by showing fake works on paper. Few AE, AEEs and successive X.ENs with the help of few staff members scripted various frauds. Few months back, a borewell was inaugurated at District Hospital Poonch  at an estimated cost of Rs 31.00 lacs but the condition of borewell speaks itself that funds in several lacs were misused. Electric panel was lying on the ground.  A 100 KVA transformer plus an electric panel were purchased. Shed made for hospital patients was converted into a room by way of partition and PHE authorities withdrew bill of civil work on paper. This way, huge set back was given to state exchequer. Even a pipe from the said project was provided to the  house of a former legislator.  Many works were allotted by calling quotations and not through e-tendering.  Those, who were earlier booked for scripting Cement scam were given important posting in PHE Poonch.  Even doubtful  payments in Mechanical wing were released. X.En PHE who has failed to respond to RTIs shows that the officer is fully aware of the misdeeds of the  department and fearing exposure of more financial frauds, he preferred to violate the RTI act. It has become a  talk of the town that few departments of Poonch administration which include PWD, Irrigation and FC and PHE have become a “Goldmine” for tainted officers who are wasting no opportunity in scripting various financial frauds. A high level inquiry is needed from government to ascertain the facts which are coming in public domain regularly about brazen misuse of funds in PHE Division Poonch and those officials who played their part in such frauds need to be taken to task by government.
