Large scale frauds scripted in Qasba Panchayat, alleged locals; Director RDD, ACP, ACD, BDO in slumber

POONCH: From directorate of Rural Development Jammu to the office of a Secretary Panchayat, the main motto of every RDD official is to earn money by frauds means and there are millions of examples lying under the carpet. In a latest exposure by the locals of Panchayat Upper Qasba, large-scale bungling in crores was scripted under SBM, 14th FC 1st and 2nd phase, BTV and PMAY cases. Locals alleged that on paper, the department has done a lot, but nothing lies on the ground. They also alleged that there are a large number of cases of fake geo tagging. Under PMAY, fake payments were distributed among the blue eyed beneficiaries with the involvement of Secy Panchayats, GRS, JEs, BDO, Assistant Commissioner Panchayat and ACD office. Under SBM, payments were made to blue eyed persons who are close to PRIs without constructing bathrooms on the ground. Zamir Ali, Mohd Azad, Khan Mohd, Shahin Akhter and Nazir Ali leveled serious allegations of corruption against the department. A local of Panchayat Qasba, while talking to “POONCH TODAY”, said, “People of Qasba upper panchayat brought this matter into the notice of Deputy Commissioner office and ACD many times, but it’s very unfortunate that not a single inquiry was initiated against any RDD official. It shows that the DC office is also hand in glove with the department” added “If government conducts an inquiry into various works under different schemes, then a big fraud worth several crores will come out. Even a few government employees were given benefits under SBM in Panchayat upper Qasba and payments were released in favour of employees without constructing a bathroom on the ground. People of Qasba Panchayat are not aware of various tits and bits of RDD department and as a result, tainted RDD officials take full benefit and indulge in gross violation of financial rules.” Another local, pleading anonymity, with tears in his eyes, “We went to many media people to raise this issue but nobody stood with us and now our last hope is “POONCH TODAY” because this newspaper always published issues of public importance and I hope that you will raise this issue because no body whether in administration, anti graft agencies or any body from media is ready to listen us. Tell me where we should go as we have lost faith in the administration and RDD department.” Documents of payments made under various schemes in Upper Qasba Panchayat are lying with “POONCH TODAY” and locals said that 85% of works are not existing on the ground and whosoever, whether Secy Panchayat, GRS, TAs, JEs, BDO, ACD, ACD and Executive Engineer REW, if found involved must be prematurely retired form government services and all funds which were brazenly murdered by them must be recovered from them because they played with the sentiments of the people of Qasba upper Panchayat. Locals have demanded a vigilance inquiry into the matter and said that all tainted RDD officials who played havoc with government funds meant for the development of Qasba Upper Panchayat must be brought to justice. Despite witnessing large scale frauds in the department, the director RDD Jammu, ACD Poonch, ACP Poonch seems to be in slumber and it’s horrible.
