Frauds in the Agriculture Department Poonch: What stops the government from initiating an inquiry? Part 5 Director seems to be more powerful than Secretary

POONCH/JAMMU: The issue of the horrible state of affairs in the agriculture department Poonch has come into the notice of everybody, including the top officers of the government, but the question arises: What stops the government from initiating an inquiry under all the schemes, especially under the HADP project? Highly placed sources in the Civil Secretariat told “POONCH TODAY” that top officers of the department directed the Director Agriculture Jammu to conduct an inquiry, but reportedly, the Director told them that he would manage the matter on his own.
During his meeting with the department officials of Poonch, the director advised them to work collectively and not promote groupism to achieve better results. He also gave positive directions to the officials with a silent agenda to support the department officials of Poonch despite regularly publishing news items by “POONCH TODAY.” It shows that Director Agriculture Jammu is more powerful than the Secretary Agriculture and other top officers of the department, as he has shown the will to take any decision, including supporting those officers who remained in the limelight for playing foul in the department. However, MLA Haveli Ajaz Jan, the other day, visited the office of C.A.O. and found that a retirement party was going on. The MLA said that he was directed by the agriculture minister to inquire about the issue of unfavorable reports about the department published in the local print media platform, but as the party was going on, the MLA, in a good human gesture, decided to come back and informed them that he will visit again and take the meeting of the department, and the feedback will be provided to the agriculture minister for further action. On the one hand, the top officers of the department failed to conduct an inquiry, but on the other hand, it would be interesting to see whether the agriculture minister will muster the guts and order an inquiry into the reportedly foul plays that were scripted in the department under all the schemes for years. Despite being published in detail by “POONCH TODAY,” the questionable attitude of the top department officials indicates that something is fishy behind the curtains. Now the question arises: What stops the government behind the curtains from ordering a high-level inquiry against the department under all the schemes in the border district of Poonch? Are the top officers of the department fearful for their professional reputations or anything else? The matter needs a thorough investigation to bring to book those officials who played havoc with the government funds under various schemes of the department. Moreover, it’s an astonishing fact that a number of officials were never transferred for several years, and this also raised a big question mark on the working of top officers of the department. Will the elected government swing into action by initiating an inquiry into the matter? Only time will tell.
